The Cartel is the United Nations of the megacorporate universe, formed with the intent upon uniting the megacorporations in the battle against a mysterious threat identified only as the "Dark Legion". Each of the corporations is expected to contribute its share to the Cartel, and toward this end, many of the megacorporations created weapons expressly for use by Cartel Peacekeepers and the elite Doomtroopers.

Doomtroopers are elite two-man teams, comprised of a pair of warriors, one specializing in close combat, the other in fire support. Multiple Doomtrooper teams are sent in on especially risky missions, such as attacks on the Dark Legion Citadels. Some of the most famous warriors in the world of the Mutant Chronicles are Doomtroopers.

In addition to the Doomtroopers, the Cartel has its Peacekeepers -- troopers on "loan" from megacorporations, or hired by the Cartel itself, easily distinguished by their trademark blue armor and helmets, and the Doomtrooper "lightning bolt" badge. They also have numerous covert Field Agents, and the so-called "Consultants".

While the Cartel's official purpose may be well-meaning, it is, like any bureaucracy, not exempt from corruption, and there are those within the Cartel who use this structure for their own purposes, apart from the interests of any megacorporation responsible for helping to form this force.
